The Periodic Labour Force Survey (PLFS 2022–23) highlights that the unemployment rate among India’s youth (15–29 years) is 12.4%, with urban areas facing even greater challenges.Women are disproportionately affected, with limited access to training and fewer employment opportunities.
Regional Context – Delhi & Rajasthan Expansion States
The National Capital Region (NCR), RAJASTHAN despite being an economic hub, reflects this imbalance:
Youth unemployment in Delhi stands at 11.2%, with women recording a higher rate of 15% (Delhi Economic Survey, 2023). Industries across Delhi, Rajasthan, Maharashtra, and West Bengal report a shortage of job-ready workers with practical skills in IT, tailoring, beauty & wellness, and communication. A large section of the urban poor and migrants in these states lack affordable access to professional skill training.
The Integrated Skill Development & Elderly Care Initiative (ISDECI) directly addresses two major social needs:
Youth Employability & Skills – Delivering practical, job-oriented training linked with placements and entrepreneurship. Elderly Dignity & Support – Creating a modern Old Age Home integrated with skill centers, ensuring seniors receive care and companionship.

Skill India Mission – Skilling 400 million people by 2025. MSME Development Program – Strengthening small industries with skilled manpower. National Policy for Skill Development & Entrepreneurship (2015) – Supporting employability and entrepreneurship. National Policy on Senior Citizens (2011) – Promoting dignity, healthcare, and social security for the elderly. Atmanirbhar Bharat – Building self-reliant youth and communities.
